Housing Market Renewal in Hyndburn
The HMR programme in Hyndburn is restoring confidence in our local housing market and bringing lasting improvements to some of our communities. The Council is working with local residents, community organisations, service providers and a wide range of partners to help put back the pride into communities and create a vibrant environment in which people can live, work and play.
There are five areas in Hyndburn which at the time HMR was introduced were identified as suffering from housing market failure. A study and a plan called an "Area Development Framework" or ADF was developed for each of these areas. Over time, some of these areas may benefit from intervention through the HMR programme dependent upon the funding available.
The five ADFs, with the extent of intervention taking place (Summer 2009) are:
- Church and West Accrington ADF - major intervention in progress, Neighbourhood Management in place
- Clayton-le-Moors and Enfield ADF - Neighbourhood Management in place
- Peel and Barnfield ADF - Neighbourhood Manaagement in place, Masterplan for intervention being compiled to plan for intervention 2010 onwards
- Springhill and Scaitcliffe ADF - currently inactive
- Oswaldtwistle ADF - currently inactive
Between 2003 and March 2009 over £34m has been received and spent in Hyndburn through the HMR programme. The allocation for this year (2009/10) is £7.557m.
