DBS Disclosure

DBS Umbrella Body Service

Hyndburn Borough Council offer a Disclosure and Barring Service (DBS) umbrella service which allows small businesses and charitable organisations in the Hyndburn area to access DBS checks for their employees and volunteers who will be working with children and vulnerable adults.

As an Umbrella Body we are registered with the Disclosure and Barring Service to countersign disclosure applications on behalf of other unregistered bodies who have a legitimate need for such disclosures.

Businesses and charities who wish to use the service will be required to provide details regarding the nature of work carried out and the type of roles that they wish to do DBS checks for. They will also be required to sign a service agreement indicating that the information received will be used in compliance with the DBS Code of Practice.

As a registered body acting as an umbrella service, Hyndburn Borough Council will provide the following:

  •  Check and validate information provided by the applicant on the application form.
  • Establish the true identity of the applicant, through the examination of a range of documents in accordance with the DBS code of practice.
  • Ensure that the application is fully completed and that the information it contains is accurate.
  • Countersign application forms to confirm that the organisation has an entitlement to access criminal record information.
