Hyndburn was placed under additional special measures by the Government to help slow down the escalating spread of COVID 19 at the end of July 2020. The Government has made funding available for businesses not forced to close over this period but severely impacted by the extra social distancing requirements in the Hospitality, Accommodation and Leisure sector and the associated supply chain from the 1st August 2020.
Businesses in these named sectors can now apply for a grant to assist them covering the period from the 1st August 2020 to the 4th November 2020.
The grant is likely to be re-activated at the end of the National Lockdown, and businesses should monitor the Council’s website and reapply for grant if they are continuing to suffer a severe impact on their business.
The Local Restriction Support Grant (Open) is a financial package for businesses which have NOT been forced to close during the period of these local restrictions but have been severely impacted by the localised restrictions.
Businesses must have been trading over the period of localised restrictions.
Eligibility:
Applications will be considered for businesses which have NOT been forced to close and the Council will administer the scheme in line with Government guidance, which outlines that the Local Restriction Support Grant (Open) is aimed to support businesses in the following sectors:
- Hospitality sector: For example Pubs, Restaurants, Cafes, Wine Bars
- Accommodation sector: For example Hotels, B&B’s, Guest Houses
- Leisure sector: For example Adult Gaming Centre, Cinemas, Gyms, Dance/Fitness Studios
Applications can be submitted both by businesses that are included in the Valuation Office Agency (VOA) Rating List and have a Business Rates assessment, together with businesses that are not on the VOA Rating List and therefore not liable to pay business rates.

What you will receive:
The amount to be paid will be determined by the Council.
However, as a guide if your business is in the rating list, the rateable value of your property will be used for this grant purpose. There are 3 rates of grant payments as detailed below:-
Rateable Value | Grant payable | Amount |
Under £15,000 | Every 28 days | Up to £934 |
Between £15,000 and £51,000 | Every 28 days | Up to £1400 |
Over £51,000 | Every 28 days | Up to £2100 |
Where a business does not have a rateable value, the grant award will be based on the number of employees in line with BEIS definitions of the size of companies.

Payments to eligible businesses will be a one off payment relating to the period of eligibility, provided the conditions of the grant continues to be met and the business confirms no changes in their circumstances.
The scheme will operate in accordance with Government Guidance and funding availability.
Exclusions:
Businesses established after 01 August 2020 will not be eligible to receive grant funding.
Businesses that were in administration, are insolvent, or where a striking-off notice has been made are not eligible for funding under this scheme.

The application process
To apply, you must complete all relevant questions on each section of the application form and provide all evidence and information.
Incomplete applications will not be accepted, nor will applications without full supporting evidence and information.
