Hyndburn Borough Council have a responsibility to ensure that drivers, proprietors and operators of hackney carriage and private hire vehicles are fit and proper persons to hold such licenses. Accordingly, taxis, their drivers and operators are licensed by the council. Vehicles are subject to mechanical tests and drivers undergo periodic DBS, medical and DVLA licence checks.
The policy contains information about legal requirements, government guidance, council policy, procedures and standards relevant to hackney carriage and private hire licensing. Whilst each application and enforcement measures will continue to be considered on their own individual merits, the Taxi Licensing Policy provides guidance to applicants, existing licensed drivers, proprietors and operators when making applications and renewals.
Hyndburn Borough Council approved the current Taxi Licensing Policy in October 2017.
Please find below a copy of the new guidance which the Council intends to use when determining whether a person is a ‘fit and proper’ person to hold a hackney carriage or private hire drivers, vehicle or operator’s licence. It is intended that this document will replace our existing convictions policy. The only real difference is that this document sets out very clearly to all those involved in licensing, including the decision makers, what the council will be looking at when making a decision.
