I don’t have an accepted form of photographic ID? (or don’t wish to use this)

You can apply for a Voter Authority Certificate (VAC) free of charge if you:

  • are registered to vote in Hyndburn; or
  • have applied to be registered (but we cannot issue your VAC until your application has been dealt with and you have been added to the electoral register).

Applications for VACs can be made at any time. The deadline for applications for a particular election or petition are 6 working days before polling day.

The deadlines are statutory – there can be no extension to the deadline for any reason. Applications received after the relevant deadline cannot be processed for the particular election.

Applications received before the deadline can be determined after the deadline and at any point up to and including the day of the relevant election.

We recommend that you apply online as this has the following advantages:-

  • improved accessibility if you have communication needs, as you may be able to complete the application more easily online (for example if you have visual impairments and use electronic screen readers);
  • assurance that the application is complete, as the online application portal will not allow incomplete applications to be submitted (for example applications cannot be submitted without an accompanying photograph);
  • assurance that the application has been received, which is particularly beneficial close to the deadline for applications ahead of any relevant election.

You will need to provide the following information with your application:-

  •  your full name;
  • the address at which you are registered to vote, or have applied to be registered;
  • your date of birth (or if you are not able to provide this, the reason why you are not able to do so and a statement as to whether or not you are under the age of 18);
  • your National Insurance number (or if you are not able to provide that information, the reasons why you are not able to do to so);
  • a statement as to whether you consider it necessary to collect the VAC in person instead of it being delivered to your registered address (and, if so, the reason why you consider that collection is necessary);
  • whether you require a Braille, easy read or large print explanation of the VAC;
  • a declaration that the contents of your application are true;
  • the date of the application.

Your application must also contain a suitable photograph of you or give a reason why you are not able to provide one.

We will also ask for your phone number and email address. You do not have to provide this but it will help us contact you quickly if there are any problems with your applications. We will only use the information for the purpose of your application.

If you make a paper application we will submit your information electronically to the Government so that the required identity checks can be carried out. These identity checks will also be carried out when you make an application online.

The information you have provided will be matched against information the Government already hold about you to establish that you are who you say you are and to reduce the risk of fraud.

An application for a Voter Authority Certificate must also include a photograph which is:-

  • a close-up photograph of your head and shoulders;
  • without any other person visible;
  • without any head covering unless worn for religious belief or medical reasons;
  • in sharp focus and clear;
  • in colour and taken against a plain, light background;
  • free from redeye, shadows which obscure the face, or reflections;
  • undamaged;
  • your true likeness, without amendment or manipulation.

In addition, the photo must show you:-

  • facing forward;
  • with nothing covering your face – this includes any covering worn for religious reasons;
  • looking straight at the camera;
  • with a plain facial expression;
  • with your eyes open and clearly visible (e.g., without sunglasses and not obscured with hair, etc.)

Where you indicate in your application that you are unable due to disability to provide a photograph with a plain facial expression and with your eyes open and clearly visible, those requirements can be disregarded.

Where you apply using the paper application form, the photograph supplied must be:-

  • at least 45 millimetres in height and 35 millimetres in width, and
  • no larger than 297 millimetres in height or 210 millimetres in width

Where the application is made via the digital service, the photograph must be:-

  • at least 750 pixels in height and 600 pixels in width, and
  • contained in an electronic file in a standard format image such as JPEG, PNG or GIF which is no more than 20MB in size
