Hyndburn Borough Council Launches Public Consultation on Proposed PSPO for Accrington Town Centre
Hyndburn Borough Council is inviting residents, workers, and visitors to have their say on a proposed Public Space Protection Order (PSPO) for Accrington town centre. A PSPO is a power under the Anti-Social Behaviour, Crime and Policing Act 2014. It is intended to allow the Council to deal with a particular nuisance or problem behaviours that are detrimental to the local community’s quality of life in a particular area. The initiative is part of a wider effort to revitalise the town centre and create a safer, more welcoming environment for all.
The proposed PSPO aims to tackle anti-social behaviour and improve the quality of life for those who live, work, and visit Accrington. It would give the Council and Police the power to impose restrictions on behaviours that are detrimental to public spaces, ensuring they remain safe and enjoyable for everyone.
Residents, visitors and business are asked to share their views on addressing a wider range of behaviours that negatively impacts residents’ quality of life within Accrington town centre. This includes various anti-social behaviours that can impact upon the daily life of people within Accrington town centre.

This new proposed order will allow us to impose restrictions and conditions across the town centre of Accrington.

We want to hear from you—your views will help shape the final order and ensure it reflects the needs of local people.”
The consultation is open until 30th September 2025, and feedback will be used to co-design the PSPO in line with community priorities and statutory requirements.
