Technical information about this website’s accessibility
Hyndburn Borough Council is committed to making its website accessible in accordance with the Web Content Accessibility Guidelines version 2.2 AA standard.
Non-accessible content
The content listed below is non-accessible for the following reasons:
Non-compliance with the accessibility regulations:
1. Text resizing and reflow issues
-
When text is increased to 200%, some content overlaps or functionality such as navigation menus becomes unusable (WCAG 1.4.4 Resize Text).
-
At zoom levels up to 400%, some content does not reflow correctly and horizontal scrolling is required (WCAG 1.4.10 Reflow).
2. Keyboard accessibility issues
-
Some online forms are difficult to navigate using only a keyboard (WCAG 2.1.1 Keyboard).
-
Keyboard focus indicators are missing or difficult to see (WCAG 2.4.7 Focus Visible).
-
Keyboard focus order does not always follow a logical sequence (WCAG 2.4.3 Focus Order).
-
Focused elements may be partially obscured by fixed headers or overlays (WCAG 2.4.11 Focus Not Obscured – where applicable).
3. Bypass blocks and page structure
-
There is no mechanism to skip repeated navigation content (WCAG 2.4.1 Bypass Blocks).
-
Some iframe elements, such as embedded maps, do not have accessible names (WCAG 4.1.2 Name, Role, Value).
4. Accessible names and labelling
-
Some links and buttons do not have sufficiently descriptive accessible names (WCAG 2.4.4 Link Purpose; WCAG 4.1.2 Name, Role, Value).
-
Some buttons are announced by screen readers without discernible text (WCAG 4.1.2 Name, Role, Value).
5. Colour contrast
-
Some text and focus indicators do not meet minimum colour contrast requirements (WCAG 1.4.3 Contrast (Minimum)).
6. Touch target size
-
Some interactive elements are too small or too close together to activate easily (WCAG 2.5.5 Target Size – where applicable).
What we are doing to improve accessibility
We are actively working to improve accessibility across the website. This includes:
-
Reviewing and correcting keyboard navigation issues
-
Improving colour contrast to meet WCAG 2.2 AA requirements
-
Ensuring interactive elements have appropriate accessible names
-
Improving text resizing and reflow behaviour
-
Auditing and updating online forms
-
Reviewing legacy documents and prioritising essential content for remediation
Accessibility improvements are ongoing and form part of our regular website development programme.
PDFs and other documents
Some older PDF and Word documents are not fully accessible to screen reader software.
PDFs or other documents published before 23 September 2018 are exempt from the accessibility regulations unless they are essential to providing our services. Where such documents are essential, we will provide an accessible alternative on request.
Any new PDFs or Word documents we publish will meet accessibility standards.

Live video streams do not have captions. Live video is exempt from the accessibility regulations. We will provide captions for recorded video content where required.
