Holiday Activities and Food Programme (HAF Programme)

Hyndburn Borough Council is seeking to commission the HAF Programme to a provider who will deliver the service for children from low-income families during school holidays periods in Hyndburn.  Children from low-income households are more likely to experience food insecurity and social isolation, miss out on physical activity and enriching experiences, and fall behind in development and well-being.   The Provider will provide free holiday provision to children whose families receive eligible benefits and related free school meals.

This contract is for an initial one-year period, comprising Mobilisation Period 2 (20th July 2026 to 1st September 2026) and Mobilisation Period 3 (17th December 2026 to 3rd January 2027). The contract may be extended annually by the Council for a further two years, subject to confirmation of further funding from the DfE.

The Provider must deliver a high-quality experience that will result in children:

  • Receiving healthy and nutritious meals
  • Maintaining a healthy level of physical activity
  • Being happy, having fun, and meeting new friends
  • Developing a greater understanding of food, nutrition and other health-related issues
  • Taking part in fun and engaging activities that support their development
  • Feeling safe and secure
  • Getting access to the right support services
  • Returning to school feeling engaged and ready to learn
