Please be aware that pre-application fees are refundable only in exceptional circumstances, and the administration charges in the following document will apply: planning fees and charges from November 2025
Lancashire County Council: Highways
As the Highways Authority for Lancashire, Lancashire County Council (LCC) provides a dedicated pre-application highways advice service that offers relevant, accurate up to date advice on how individual developments will impact on the highway network. Lancashire County Council: Lead Local Flood Authority
Lancashire County Council, as Lead Local Flood Authority (LLFA), provides a paid for pre-application advice service for surface water flood risk and sustainable drainage systems. Copies of the LLFA’s pre-application form, checklist and guidance notes can found on the LCC website here.
United Utilities
United Utilities provide a free water and wastewater pre-development enquiry service and they strongly encourage applicants to contact them directly to discuss their proposals in detail.
