Please be aware that pre-application fees are refundable only in exceptional circumstances, and the administration charges in the following document will apply:  planning fees and charges from November 2025

Lancashire County Council:  Highways

As the Highways Authority for Lancashire, Lancashire County Council (LCC) provides a dedicated pre-application highways advice service that offers relevant, accurate up to date advice on how individual developments will impact on the highway network. Details of the service can be found on the LCC website here.

Lancashire County Council:  Lead Local Flood Authority

Lancashire County Council, as Lead Local Flood Authority (LLFA), provides a paid for pre-application advice service for surface water flood risk and sustainable drainage systems. Copies of the LLFA’s pre-application form, checklist and guidance notes can found on the LCC website here.

United Utilities

United Utilities provide a free water and wastewater pre-development enquiry service and they strongly encourage applicants to contact them directly to discuss their proposals in detail.
