Hyndburn Local Plan to 2040 Submission

The Council submitted the Hyndburn Local Plan to the Secretary of State for Housing, Communities and Local Government for Examination in Public pursuant to Regulation 22 of the Town and Country Planning (Local Planning) (England) Regulations 2012, as amended, 10th March 2025. A Notification Statement is linked here

Those who made representations at Regulation 19 stage will be notified that the Plan has been submitted and will be informed that all the documents prescribed by the Regulations have been listed and made available both on the Council’s website and at deposit points across the Borough (further information below).

Hard copies of the submission documents, which include the Plan (written and policies maps), Sustainability Appraisal, Statement of Consultation, Habitats Regulations Assessment and Schedule of Proposed Minor Amendments to the Publication Version of the Plan and policies map, are available for inspection at local libraries (Accrington,Great Harwood, Oswaldtwistle and Rishton) and at Hyndburn Borough Council

Local Plan next steps

Submission of the Local Plan marks the beginning of a public examination process. Helen Hockenhull BA(Hons) B.PI MRTPI has been appointed to carry out an independent examination of the Local Plan and Policies Maps to determine whether they are sound, legally compliant and fulfil the duty to co-operate.

Local Plan independent Programme Officer

We have appointed an independent Programme Officer, Tony Blackburn, to assist the independent Inspector through examination. Mr. Blackburn will be responsible for all procedural matters relating to examination, and all future correspondence with respondents to the Local Plan regarding the independent examination will be through him. This is a continuous process running from the date of submission through to when we receive the appointed Planning Inspector’s Report. Part of this process will involve hearing sessions where attendees will have the opportunity to respond to matters raised by the Planning Inspector. The submission of further written material to the examination will be determined by the Inspector.
