Media Accreditation for the Election Count

The election count is a formal and regulated process. Media organisations wishing to attend and report from the count must apply for accreditation in advance.

This page explains who can apply, how accreditation works and what to expect on the night.

 

Location and Time

The election count for the Hyndburn Local Elections will take place at Accrington Town Hall, Blackburn Road, Accrington, BB5 1LA. The verification of votes will begin at 9:30am on Friday 8th May. We expect the final ward declaration to be no later than 3:30pm.

The count venue will open at 9:00am.

Please note there is no onsite parking available, although there is plenty of free on street and off street parking available in Accrington Town Centre (Time restrictions vary).

 

Who Can Apply for Accreditation

Accreditation is open to representatives of recognised media organisations, including:

  • Newspapers and news websites
  • Radio and television broadcasters
  • News agencies
  • Accredited freelance journalists working on behalf of a recognised outlet
  • Journalists for podcasts or social media platforms

All applications are subject to approval by the Returning Officer.

 

How to Apply

Media representatives must apply for accreditation in advance of the election count.

Your application should include:

  • Name
  • Media organisation
  • Role (e.g. reporter, photographer, camera operator)
  • Email address
  • Mobile phone number
  • Home address

The deadline for applications is: 30th April 2026

Late applications may not be accepted.

Individual accreditation is required for any member of the media who wishes to attend the count.

 

Confirmation of Accreditation

Successful applicants will receive confirmation by email prior to the count.
Accreditation is issued at the discretion of the Returning Officer and may be limited due to space or operational requirements.

Valid photo ID must be provided on arrival in order to receive your accreditation pass. Accreditation may be checked at any point during the event.

 

Access and Conduct at the Count

Media representatives attending the count must:

  • Follow instructions from election staff at all times
  • Wear visible accreditation passes
  • Remain within designated media areas
  • Not interfere with the counting process
  • Respect the secrecy of the ballot

The Returning Officer reserves the right to restrict or revoke access if these conditions are not met.

The designated media area will be shown to you on arrival by communications staff.

 

Filming and Photography

Filming and photography are permitted only in agreed areas and subject to the approval of the Returning Officer.

Media representatives must:

  • Not film ballot papers or close‑ups of votes or close ups of election staff counting votes
  • Not obstruct staff or candidates
  • Obtain consent before filming interviews, and do so only in the designated interview area

Live broadcasting may be subject to additional restrictions.

Generally, filming and photography should only take place in the count room for declarations.

 

Interviews and Statements

Designated areas will be provided for interviews with candidates and party representatives. Media organisations are asked to coordinate with council communications staff on the day to manage access and avoid disruption.

The interview area is in the Supper Room, 1st Floor, Accrington Town Hall.

 

Accessibility and Health & Safety

The count venue will operate under strict health, safety and security arrangements. Media representatives must comply with all instructions, including any capacity limits or access controls in place.
