Hyndburn Borough Council Adopts Local Plan 2040
Hyndburn Borough Council has formally adopted the Hyndburn Local Plan 2040, marking a significant milestone in shaping the future growth and development of the borough.
The Plan, adopted by the Council on 16 July 2026, provides a clear vision for the sustainable development of Hyndburn over the coming years. It identifies where new homes, employment opportunities and supporting infrastructure can be delivered, while protecting the character of local communities and valued green spaces.
The adoption of the Local Plan 2040 provides the Council with a robust framework for making planning decisions locally, helping to ensure that future development takes place in appropriate locations and delivers benefits for residents, businesses and communities across the borough.
The Plan has been prepared over several years and has been shaped by extensive public consultation. It has also been independently examined by a Government-appointed Planning Inspector, who found the Plan to be sound and legally compliant.
Councillor Munsif Dad BEM JP, Leader of Hyndburn Borough Council, said:

Aligned with this, the Council will begin work on a new local plan as required by new plan-making regulations introduced by the Government earlier this year. The first stages will include a ‘Scoping Consultation’ exercise which provides an opportunity for early engagement with residents, businesses, landowners, developers, infrastructure providers and other stakeholders.
