Hyndburn Borough Council Invites Applications for Taxi Vehicle Testing Stations
Hyndburn Borough Council is now accepting applications from existing local MOT testing stations to become approved providers for Hackney Carriage and Private Hire vehicle tests. These tests will include a standard MOT alongside an additional taxi compliance check.
Previously, the Council required taxis to undergo mechanical testing and inspection by the Council’s Central Vehicle Maintenance Unit (CVMU) for a cost of £52.50. The test covered all MOT items, plus the Council’s supplementary testing items. Upon passing the test, a Certificate of Compliance was issued.
However, following changes announced earlier in the year, taxi testing will now be outsourced so that any garage who meets the proposed set criteria will be able to carry out the test. The testing requirements will remain the same as now, and the Certificate of Compliance will be issued by the testing garage. All approved garages will be regularly checked to ensure that high standards are maintained consistently.
Councillor Melissa Fisher, Deputy Leader of the Council said:
“These changes will provide more flexibility for those in the trade and provide a boost to the economy by providing work to local garages.
The Council will ensure that any garage certified to provide MOT testing and compliance checks will meet our high standards and make sure that all taxis on Hyndburn’s roads are safe to drive.
Applications are now open and we welcome any local garages to apply and become approved providers.”
Application packs are available from the reception desk at Scaitcliffe House or by emailing licensing@hyndburnbc.gov.uk. The deadline for submitting applications is 16 January 2026.
