Hyndburn Council creates new Community Safety Officer role to tackle anti‑social behaviour
Hyndburn Borough Council has approved the creation of a brand‑new Community Safety Officer role as part of its 2026/27 budget, strengthening the borough’s work to tackle anti‑social behaviour (ASB) and improve public confidence.
The decision made at the Council’s budget setting meeting last month forms a key part of the Council’s commitment to safer streets, thriving high streets and stronger neighbourhoods.
The new post will enhance the Council’s capacity to respond quickly and effectively to ASB reports, coordinate multi-agency action, and support vulnerable residents affected by persistent nuisance or disorder. The role will sit at the heart of the Council’s community safety work, working in close partnership with police, businesses, charities, housing providers and community groups.

“Residents have told us loud and clear that tackling anti‑social behaviour must remain one of our top priorities. Creating this new Community Safety Officer role is a direct response to those concerns and a major investment in keeping our borough safe, welcoming and resilient.
This role will allow us to work more proactively in Accrington Town Centre and across all our communities. We want people to feel confident and proud of where they live, and this position will play a vital part in achieving that.”

About the role
As Community Safety Officer, you will:
- Lead investigations into anti‑social behaviour and gather evidence for enforcement action
- Work proactively in Accrington Town Centre
- Coordinate joint initiatives with partners across public, private and voluntary sectors
- Manage complex ASB casework with a problem‑solving approach
- Establish and lead multi-agency Task & Finish groups
- Engage with residents, community organisations and businesses
- Support funding bids and projects aligned to community safety objectives
This is a hands-on, varied and rewarding position where no two days are the same.
What we’re looking for
- Experience in community safety or enforcement roles
- Strong knowledge of current ASB legislation
- Excellent investigative, communication and partnership‑building skills
- Ability to manage multiple priorities and work independently
- A‑Level/NVQ Level 3 (or equivalent) or relevant experience
- GCSE Maths & English (grade C or above)
- A full driving licence and access to a car
