Leader’s Viewpoint September 2026: Cllr Munsif Dad BEM JP
I’d like to start this month’s column by sharing an update on the exciting transformation of Accrington Market, where we are now entering the final stages of the redevelopment ahead of its opening in November 2026.
It is particularly pleasing to see local businesses playing such an important role in bringing the new market to life. CED Fabrications, based in Clayton-le-Moors, is manufacturing and installing the kitchen fabrication, food kiosk counters and central bar, while Haslingden-based PMJ Kitchen Ventilation is supplying and installing the extraction systems, ductwork and stainless-steel cladding for the market’s kitchens. Both businesses bring significant experience and expertise, and their involvement is a great example of investment in Accrington benefiting businesses and jobs across our local area.
The new market will offer a fantastic mix of traditional shopping alongside food, drink and social experiences, creating a welcoming destination at the heart of the town. I’m pleased to report that the ground floor units are almost fully let, but starter units on the balcony are available from as little as £99 per month. It was also fantastic to see so many residents come together for this year’s Accrington Soapbox Challenge. This year was a little different as this was the first time that a sitting Mayor of Hyndburn has competed in the Soapbox Challenge and it was great to see so many residents cheering him on. His cart had a food waste theme, and he was even handing out food caddy liners to residents who needed them. I’d like to thank everyone who is already recycling their food waste through our collection service. Between April and July alone, we recycled an impressive 595 tonnes. Every caddy really makes a difference and if you aren’t currently using the service, I’d strongly encourage you to start. Food waste is collected weekly, just out your caddy alongside your general waste or recycling bin on your usual collection day.
There is further positive news in our parks as work is now underway at Windsor Road Recreation Ground in Great Harwood and Harwood Road Recreation Ground in Rishton. The old play equipment is being replaced with modern, inclusive facilities, including swings, slides and imaginative new features designed to encourage children to play, explore and enjoy the outdoors. We expect both play areas to reopen later this autumn and look forward to sharing further updates with residents.
An important opportunity has arisen to help shape the future of Accrington, with the Accrington Neighbourhoods Board seeking a new Chair. With up to £20 million of investment available over the next decade, the Chair will work closely with Board members and partners to maintain momentum, provide strategic leadership and ensure local voices remain at the heart of decision-making. Finally, many of you will have seen the announcement by the Government earlier this week, which stated that the local government reorganisation programme will be reviewed to ensure the process is robust, legally sound and aligned with its priorities. I want to assure residents that whilst the review is taking place, the focus of a Hyndburn Council is firmly on delivering services and supporting residents and communities across the borough. Councils across Lancashire will continue to work closely together and await further information from the government.
