Revocation of dog day care licence for K9 Kingdom: Statement from Councillor Melissa Fisher, Deputy Leader of the Council

On Friday 1st August 2025, Hyndburn Borough Council revoked a dog day care licence for K9 Kingdom, operating at Heys Lane Farm, Great Harwood. This action was taken as a result of an on-going investigation involving a number of local authorities across Lancashire.

The decision to revoke the licence was not taken solely in connection with recent social media posts. Officers have independently investigated complaints received about animal welfare together with information gathered during a number of site visits to check compliance with licence conditions.

This revocation took effect upon service of the notice and therefore no dog day care operation should be taking place at Great Harwood with immediate effect.

The revocation of the licence is subject to an appeal period of 28 days should the licence holder wish to challenge the local authority’s decision.

The business is also known to operate at other locations in Lancashire namely Barton, Barrow, Dutton and Pendle, none of which are licensed for the activity of dog day care.

 

This case continues to be a serious and live investigation with the potential for criminal proceedings for offences. There is also the potential for an appeal of the decision to the first-tier tribunal, and therefore officers cannot discuss specific matters in relation to their evidence or this case. Council officers were satisfied that grounds for revocation of the licence in accordance with Regulation 15 of The Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018 were met.
