Two Serving Councillors to Receive Freedom of the Borough

Hyndburn Borough Council will bestow the Freedom of the Borough, its highest civic honour, on Councillor Marlene Haworth and Councillor Dave Parkins at the March 2026 Council meeting. This was announced at Full Council on 15 January and supported across the chamber.

 

Both councillors are currently receiving treatment for serious health conditions. Members expressed a strong desire to recognise their notable contributions while offering their support. The focus of the honour is on their exceptional public service and many years of dedication to residents.

 

Councillor Marlene Haworth has served Hyndburn residents for more than 19 years, representing St. Oswalds Ward in Oswaldtwistle and held several senior roles, including as Leader of the Opposition, Deputy Leader of the Council and as Leader of the Council from 2023 to 2024. She also served as the Mayor of Hyndburn in 2015/16.

She became an Honorary Alderman in 2017. In 2024 she received the Council’s Past Leaders Badge in recognition of her contribution and respected leadership. She has also served on a range of committees including Cabinet and regulatory panels, showing long-standing commitment to the borough’s governance and community priorities.  Marlene is currently recovering from cancer surgery after having a tumour removed.

 

Councillor Dave Parkins has more than 27 years of service in Hyndburn, representing Huncoat Ward. First elected in 1994 he represented the Huncoat ward for two decades and served as Mayor of Hyndburn in 2001 to 2002.  He became an Honorary Alderman in 2006. He is currently the Chair of the Council Planning Committee.

Dave is well known as a champion for residents’ interests, has helped secure investment for the area and generally goes above and beyond for the residents he represents. He is widely regarded as a dedicated community representative who worked across political lines and always put constituents first.  He is due to see a specialist at Birmingham Queen Elizabeth Hospital after a recent cancer diagnosis.

 

Councillor Marlene Haworth said:

“I’d like to thank everyone for the kind words and wishes I’ve received, it’s been very humbling to see that so many people care. When I reflect back on my 19 years as a Councillor, I hope people know what a privilege it has been to represent the residents of Oswaldtwistle and of Hyndburn.”

To be considered for the Freedom of the Borough is an immense honour and I look forward to getting back into the Council Chamber soon!”

 

Councillor Dave Parkins said:

“To receive such an honour from the borough I’ve served for so many years is overwhelming. My focus has always been on doing the best I can for local people, and I am grateful to colleagues for their support during what has been a challenging time personally.”

 

Councillor Munsif Dad, Leader of the Council said:

“Marlene and Dave have each devoted many years of service to the residents of Hyndburn. Their service and commitment make them deserving of the Freedom of the Borough.”

 

Councillor Zak Khan, Leader of the Opposition said:

“This honour reflects not only the length of their service but the quality of it. Marlene and Dave have worked tirelessly for residents. We are proud to support this recognition.”

  

Freedom of the Borough is the highest civic distinction granted by Hyndburn Borough Council to individuals who have delivered exceptional long-standing service to the community. Councillors Dave Parkins and Marlene Haworth will be formally nominated for the award at the March 2026 Council meeting.
